Title: Modification of the StarNet/RD model to include the execution without losses and with nodal factors

Description: Modification of the Dominican Republic version of the StarNet model, bulk production cost model for short and medium term, for including the capability to execute again the model. The new execution does not consider the ohmic losses of the transmission network and does include the nodal factors determined in the previous execution. This modification adapts the model to the specific regulation of the DR for computing the system marginal price.
